NU GSPP Webinar with Dr. Noore Siddiquee “Innovations in public governance and service delivery reform: The Malaysian experience and lessons”

SYNOPSIS

Public governance reforms are ubiquitous. Yet cases of successful reforms are few and far between, especially in developing countries. This webinar will report on a relatively successful reform program in Malaysia – the National Blue Ocean Strategy (NBOS) that was introduced in 2009 and marked a major departure from the pre-existing reform models. Based on a private sector value innovation model the NBOS sought to enhance service delivery and governmental performance by breaking down silos across ministries so that resources could be pooled and a leap in value in service is secured.

The speaker will introduce some of the uniqueness of the reform model, assessing its performance and commenting on lessons & implications.

ABOUT THE SPEAKER

Dr Siddiquee is currently Associate Professor in Public Administration and Teaching Program Director (Flinders Government), College of Business, Government & Law.

He has extensive experience in teaching, research and academic administration spanning over a period of 30 years in a number of institutions in the Asia-pacific region. He taught public administration, policy, and governance for over 15 years at the University of Dhaka, International Islamic University, Malaysia and University of Brunei Darussalam before joining Flinders University in 2006.

Dr Siddiquee’s research broadly focuses on public sector management and transformations in developing countries assessing the impacts of contemporary reforms on governance and service delivery.
