The Graduate School of Public Policy (GSPP) at Nazarbayev University hosted its 9th International Conference, bringing together scholars, practitioners, and policymakers to explore the theme “Navigating the Complexity of Policymaking: Challenges and Opportunities.”
Commenting on the event, Associate Professor Vladimir Kozlov of GSPP noted:
“It’s not only about theoretical public policy. It’s also about expertise, about the results of policy, and the analysis of decision-making data. Overall, the conference has shaped up very well in terms of interesting topics and interdisciplinarity.”

This year’s conference featured in-depth discussions on key contemporary issues, including digitalisation and artificial intelligence, citizen engagement, sustainable development, public sector reforms, and social wellbeing. Participants also had the opportunity to attend two interactive workshops designed to provide practical, hands-on insights into policymaking processes.
The 2025 conference attracted 60 speakers, including co-authors, representing a diverse range of perspectives and expertise. Scholars and practitioners joined from Japan, Turkey, Russia, Germany, and other countries, making the event an important international forum for exchange and collaboration on policy research and practice.

Conference sessions examined real-world policy challenges such as tax reforms, governance effectiveness, corruption prevention, and optimization of the state apparatus. Experts analyzed the reasoning behind policy decisions, their outcomes, and the methods that contribute to successful governance models. Discussions aimed to identify not only what works, but also why, helping participants draw lessons from comparative experiences and success stories across different countries.
