ABOUT THE SPEAKER

Dr. Dayashankar Maurya is an Associate Professor, Department of Social Sciences at Institute of Rural Management Anand India. His research is concerned with Governance, Policy Implementation, and Health and Social Policy. He received Ph.D. and Master’s in Public Policy at Lee Kuan Yew School of Public Policy, National University of Singapore.

Partnerships, Networks and Collaborative arrangements have emerged as an essential policy tool to deliver public value in emerging economies despite their high failure rate and limited evidence on their effectiveness. Partner opportunism has been identified as one of the key reasons for the failure of partnerships. However, how organizations manage partner opportunism in the context of institutional void remains unexplored. Using a comparative case analysis of a service-based partnership, National Health Insurance Programme in India, in three provinces, the paper demonstrates the extent to which governance adaptations play a role in controlling partner opportunism.
