Experts from Kazakhstan and Singapore will train 50 Leaders of the New Formation

The official online opening of the “Leader of the New Formation” program, implemented by the Nazarbayev University Graduate School of Public Policy (hereinafter – NU GSPP), the Academy of Public Administration under the President of the Republic of Kazakhstan and the Lee Kuan Yew School of Public Policy of the National University of Singapore took place on September 7, 2020.

The opening ceremony was attended by Timur Suleimenov, Deputy Chief of Staff of the Presidential Administration of the Republic of Kazakhstan, Anar Zhailganova, Chairperson of the Agency for Civil Service Affairs of the Republic of Kazakhstan, Shigeo Katsu, President of Nazarbayev University, Yerlan Abil, Rector of the Academy of Public Administration under the President of the Republic of Kazakhstan. 

“We all live in a VUCA world which means more volatile, more unpredictable and uncertain, more complex and ambiguous. And the COVID-19 world, and also the future perspectives of the post-COVID-19 world are really good example of this VUCA world. Getting familiar with future thinking and scenario planning type of exercises and being able to communicate strategically both with the population and among peers in government going to be extremely important, moving and developing behavioral insights and emotional intelligence of connecting and understanding people – that all is going to make a difference between successful planning and successful implementation. As President Kassym-Jomart Tokayev has mentioned in his speech, results matter. I have all the confidence that you will take new motivation and new commitment to serve the country from this course”, – Shigeo Katsu, President of the Nazarbayev University noted. 

“The training program is aimed at building the capacity of participants in three core competencies, such as “Global Vision”, “Effective Communication” and “Transformational Leadership”, which are important components for developing comprehensive policy in the relevant industry, as well as regulating and assessing the implementation of state programs and other projects, the formation of an effective organizational culture of the government apparatus on the principles of innovation, focus on results, flexibility and pragmatism,” – said Yerlan Abil, Rector of the Academy of Public Administration under the President of the Republic of Kazakhstan.

The program “Leader of the New Formation” was firstly announced by the First President Nursultan Nazarbayev in the Address “Growing welfare of Kazakh citizens: increase in income and quality of life” on October 5, 2018. Nursultan Nazarbayev commissioned the NU GSPP, and the Academy of Public Administration to deliver executive training for political managers and civil servants. 

Over the course of 10 weeks, senior political civil servants will receive training aimed at improving their skills in key areas of public policy development, familiarizing themselves with the latest trends and innovations in public administration, scenario planning and futures thinking, strategic communications and behavioral insights in policy decision making.

It is worth to mention that members of the Presidential youth personnel reserve are also trained along with the vice ministers, deputy akims of regions, cities and districts, heads of Departments of the Presidential Administration of the Republic of Kazakhstan.
