About Nazarbayev University Graduate School of Public Policy:

The Graduate School of Public Policy’s (GSPP) mission is to improve the quality of life of people in Kazakhstan and Central Asia by training leaders to improve governance through excellence in teaching, research and executive development that focuses on key policy and leadership challenges.

Since its launch in 2012, GSPP has maintained a strong strategic partnership with the National University of Singapore’s Lee Kuan Yew School of Public Policy. Together we have been working closely to establish GSPP as the public policy school of choice in Central Asia. GSPP incorporates scientific research into its teaching to provide one of the most innovative and progressive master’s programs in the Central Asian region. 

GSPP offers Master in Public Policy (MPP), Master in Public Administration (MPA), PhD in Public Policy degree programs and executive education courses. 

GSPP Masters programs are fully accredited by the European Association for Public Administration Accreditation (EAPAA). 

Our students who come from the public sector, international organizations, non-governmental organizations, and the private sector, have the opportunity to spend 2-3 weeks under the Singapore component of our Master programs and up to 3 months in the PhD program.

GSPP’s faculty are actively engaged in research in civil service reforms, modernization of the public service, natural resources management, policy analysis, advocacy and consultancy to government institutions and international organizations on a wide range of public policy/administration issues in Kazakhstan and beyond.

GSPP provides grants, covering tuition fees and a monthly stipend for students of 125,000 KZT in our Master’s programs and 150,000 KZT in the PhD program.  In the Master in Public Administration (MPA) program, the courses are conducted on weekday nights and on Saturday.

Admissions requirements: 

For Master programs:
– Application form available online at admissions.nu.edu.kz 
– 3 essays (topics are in the applications form)
– Resume/CV
– Official diplomas with transcripts
– Valid IELTS: IELTS – 6.5 (not below 6.0 in each), TOEFL equivalent

If you have IELTS 5.5 you can be considered for the NU Zero Year Program – https://cps.nu.edu.kz/curriculum-nuzyp/

– Identity card or passport
– Two referees
– Employment proof (if applicable)
– Valid GRE/GMAT Test Report (optional)

For PhD:
– Applications form
– Cover letter explaining the motivation to enroll the PhD program;
– Preliminary research proposal (2,000 words) in the following format:
Topic. What is the policy problem or issue that you intend to study?
Significance. Why study it?
Method. How do you intend to study it?
Findings and conclusion (Optional). What do you expect to find and its significance?
References. The key works on the topic with which you intend to engage.
